All around, the wheels still spin, carving unauthorized lines through the sea of commuters while the official mandate sits motionless on the asphalt. It is the classic paradox of the modern metropolis: a continuous accumulation of legislations met with an absolute vacuum of enforcement. In the absence of an authority to anchor the law, the new sign becomes just another piece of urban background noise—a well-intentioned monument ignored by the very momentum of the city moving past it.
